LOKMITRA


The Government of Himachal Pradesh is committed to provide the general public, especially living in distant rural areas of the State, with the benefits of "Using Information Technology (IT) in Governance (E-Governance)" at their doorstep. The Web-enabled Citizen Interface, named as LOKMITRA, is one such step of the State Government in that direction. The project has been implemented on a pilot basis in district Hamirpur. The entire software development has been done by NIC H.P. State Unit, Shimla and the setting up of Servers, Router, LAN, Dial-up connectivity and client systems at remote locations has been done with the active involvement of NIC District Centre, Hamirpur. The application software interface is in Hindi.


Mission and Objectives


The project will result in various direct/indirect social as well as economic benefits to the rural masses, as follows:



  • Better dissemination of government information at the remotest corner.



  • Saving in time & cost of people visiting District headquarters time and again for various services.



  • Reduction in response time by the concerned departments and increase in their accountability to people.



  • Virtual Extension Counters for the Government.



  • A platform for the people to interact with each other on mutual interests e.g. matrimonial, sales/purchases etc.



  • Additional income opportunities from these Centres by using them for General Training, Word Processing and Data Entry jobs, and extending Internet Access.



  • Employment generation with the opening up of more such Citizen Information Centres in the private sector.

    Target Beneficiaries


    The rural people living at far-flung places of the District are the target beneficiaries. In fact, the population of nearly 175 Panchayats (out of 225) are benefited from these 25 Centres. Additionally, the 25 educated unemployed youth of the District have found a means of earning their livelihood by running these 25 Centres. The Project was dedicated to the people by the Chief Minister of Himachal Pradesh on 8th May'2001 at the Tauni Devi Soochna Kendra, 24 KMs from the district headquarters Hamirpur. The Internet Version of LokMitra is being put on himachal.nic.in by first week of January 2002.


    HPTDC-Web-enabled Hotels Reservation System Software - Benefits of the Hotels Reservation System software:


    The Himachal Pradesh Tourism Development Corporation (HPTDC), a Government run organisation, is a premier organisation of Himachal Pradesh operating in the Tourism sector. The HPTDC has 54 hotels spread throughout the State, besides having several Restaurants, fleet of vehicles for transportation of Tourists and facilities for adventure sports.


    The hotels of HPTDC are located at remote locations within the State and the reservation of accommodation for these hotels was done either by the Marketing Offices of HPTDC at N.Delhi, Mumbai, Chennai, Ahmedabad, Kolkata, Chandigarh, Shimla or by the Hotels themselves. The HPTDC had set up a Central Reservation Office at Shimla, which used to keep a centralised database of all bookings being done for the 54 hotels. Therefore, for booking accommodation at a hotel, one has to call CRO, Shimla on phone, who would check the availability and inform the caller about the availability status. Sometime, it involved checking with the Hotel concerned also which meant large amounts of money spent on long distance phone calls and a lot of time wastage also.

    To overcome this problem, the NIC, Himachal Pradesh designed and developed a web-enabled solution for the HPTDC. The software is web-enabled, accessible over the Internet with secure User Ids and Passwords to the HPTDC offices and to general public on the HPTDC website. The software is web-enabled accessible on the Internet and was implemented in September'2000. So far, Advance Reservations worth nearly Rs.6 Crore have been made through this software and no other system of booking is followed by HPTDC. The website of HPTDC has also attracted a number of bookings.
